Louis F. Cainkar (1911-2010) graduated from DePaul University College of Law in 1937. After graduation, Mr. Cainkar began practicing insurance defense law with the law firm of McKinley and Price. Mr. Cainkar enlisted with the U.S. Marine Corps and served five years in the Pacific Theater during World War II. Upon returning from the war, Mr. Cainkar began practicing law as a sole practitioner and was appointed Village Attorney for the Village of Evergreen Park in 1951. Subsequently, Mr. Cainkar was retained to represent many local governmental bodies and was instrumental in the incorporation of the City of Burbank, which the firm has represented since its inception in 1970. In 1973, Mr. Cainkar incorporated the firm and was joined in the practice by his son Vincent Cainkar the following year. Mr. Cainkar acted as Village Attorney for the Village of McCook, City Attorney for the City of Burbank and City Attorney for the City of Hometown. Additionally, Mr. Cainkar counseled numerous units of local government during his career.

Vincent Cainkar graduated from DePaul University College of Law in 1974 and was admitted to practice law that same year. Since that time, he has concentrated his practice in representing units of local government. Mr. Cainkar is a member of the Bar of the State of Illinois, the Trial Bar of the United States District Court for the Northern District of Illinois, the Bar of the United States Court of Appeals for the Seventh Circuit and the United States Supreme Court. Mr. Cainkar is the Village of Attorney for the Village of Bridgeview and the Village of Evergreen Park and the City Attorney of the City of Hickory Hills, and he regularly attends the respective meetings of the Boards of Trustees and City Council of such municipalities. Additionally, Mr. Cainkar regularly attends the board meetings of numerous other units of local government. Mr. Cainkar represents our clients in all matters of collective bargaining and counsels our client on employment law matters. Mr. Cainkar is a registered bond counsel.

Michael G. Cainkar graduated from St. Louis University School of Law in 1982; he was admitted to practice law that same year, and he has devoted his entire career to representing units of local government. Mr. Cainkar is a member of the Bar of the State of Illinois, the Trial Bar of the United States District Court for the Northern District of Illinois, and the Bar of the United States Court of Appeals for the Seventh Circuit. Mr. Cainkar regularly attends the meetings of the City of Hometown City Council and the Village of Manteno Board of Trustees. Additionally, Mr. Cainkar regularly attends board meetings of numerous other units of local government. Mr. Cainkar is appointed through the Illinois Municipal League Risk Management Association to represent numerous municipalities in a variety of tort and civil rights litigation matters pending in state and federal court. Mr. Cainkar represents numerous boards of fire and police commissioners and counsels the boards on hiring and termination matters. Additionally, Mr. Cainkar counsels municipal clients on employment related matters, including disciplinary and discrimination matters.

Gary S. Perlman graduated, cum laude, from Northern Illinois University, College of Business, in 1982, with a Bachelor of Science degree – finance major and economics minor. In 1985, Mr. Perlman graduated from DePaul University College of Law and received his Juris Doctor degree; he was admitted to practice law that same year, and since that time, he has concentrated his practice in representing units of local government. Mr. Perlman is a member of the Bar of the State of Illinois and the United States District Court for the Northern District of Illinois. Mr. Perlman regularly attends the meetings of the Village of McCook Board of Trustees as well as the meetings of the boards of numerous other units of local government. Mr. Perlman represents municipal police and fire pension boards as and counsels such boards with respect to procedures, hearings and other matters. Mr. Perlman counsels municipal clients on construction related matters and represents municipal clients in construction related litigation. As municipal prosecutor for various municipalities, Mr. Perlman prosecutes local ordinance violations, including building, housing and zoning code violation cases.

Finally, Mr. Cainkar has extensive appellate experience including successful appeals to Seventh Circuit Court of Appeals, Illinois Appellate Court and the Illinois Supreme Court.
